JAMMU, November 25, 2025 : Transport Secretary Avny Lavasa has directed the department to ensure robust and effective implementation of the Registered Vehicle Scrapping Policy across Jammu & Kashmir. She stressed the need for mass awareness so vehicle owners—especially those with old and unfit vehicles—can fully benefit from the scheme.
Lavasa urged officers to conduct publicity campaigns, ensuring that citizens understand the incentives available under the policy, which is guided by the Motor Vehicle (Registration and Functions of Vehicle Scrapping Facility) Rules, 2021.
Key Highlights of the Policy

Targets vehicles 15+ years old, or those unfit for use due to accidents or natural wear.

Owners can voluntarily scrap vehicles through Registered Vehicle Scrapping Facilities (RVSFs).

Vehicle owners receive a Certificate of Deposit (COD), essential for availing incentives on purchase of new vehicles.

Fiscal benefits include:

Up to 26% road tax exemption for non-transport vehicles

Up to 16% road tax exemption for transport vehicles

Scrapping will follow environmentally sound procedures as per the Environment Protection (End of Life of Vehicle) Rules, 2025.

The government will provide incentives and land bank support for setting up RVSFs across J&K. Facilities must comply with all regulatory standards and gain environmental clearances from the J&K Pollution Control Committee.

Lavasa called for a comprehensive communication outreach across all regions, ensuring people understand the economic and environmental gains.
