Jammu, February 17, 2026 : The Union Territory government on Tuesday informed the Jammu and Kashmir Legislative Assembly that 24 out of 44 Public Sector Undertakings (PSUs) in Jammu and Kashmir are running in losses, while four are non-functional.
In a written reply to a question by legislator Javaid Riyaz, Surinder Kumar Choudhary said the UT currently has 10 profit-making PSUs, 24 loss-making PSUs, four non-functional PSUs, two statutory corporations, and one dormant PSU.
🔹 Profit-making PSUs
The profitable entities include Jammu and Kashmir Bank, JK State Power Development Corporation Ltd, JK Medical Supplies Corporation Ltd, JK Cable Car Corporation Ltd, JK Women’s Development Corporation, JK Bank Financial Services, JK Police Housing Corporation, Chenab Valley Power Projects Ltd, Ratle Hydroelectric Project Corporation Ltd and JK Development Finance Corporation Ltd.
🔹 Loss-making PSUs
Major loss-makers include JK Industries Ltd, JK SC/ST & BC Development Corporation, JK Trade Promotion Organisation, JK Horticultural Produce Marketing & Processing Corporation, Kashmir Power Distribution Corporation Ltd, JK Handicrafts Sales & Export Corporation, JK Tourism Development Corporation, JK Cements Ltd, Jammu & Srinagar Smart City Ltd, and JK Minerals Ltd, among others.
Both statutory corporations — JK & Ladakh Finance Corporation and JK State Road Transport Corporation — are also operating at a loss.
🔹 Non-functional & dormant PSUs
The non-functional PSUs include Overseas Employment Corporation, JK Road Development Corporation, JK Handloom & Handicrafts RMSO Ltd, Tawi Scooters Ltd, Himalayan Wool Combers Ltd, JK IT Infrastructure Pvt Ltd and International Trade Centre, J&K.
The dormant PSU is JK Asset Reconstruction Ltd.
🔹 Govt response
The Deputy Chief Minister said the government is examining measures to revive and strengthen sick PSUs, including steps related to infrastructure, manpower and financial restructuring, to improve their operational and financial performance.
