Reasi, September 5, 2025 : In a strong action against corruption, Deputy Commissioner (DC) Reasi, Nidhi Malik, has ordered the termination of four temporary officials of the Rural Development Department (RDD) after a departmental enquiry exposed large-scale irregularities, manipulation of records, and embezzlement of government funds.
The action followed a detailed enquiry led by ADDC Reasi, Sukhdev Singh, which revealed violations under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and Swachh Bharat Mission (SBM). The DC said the administration remains “firmly committed to integrity, transparency, and accountability in public service.”
Irregularities in Block Jij Bagli
The terminated officials — Mohammad Latief (Gram Rozgar Sevak) and Rahil Magotra (Technical Assistant) — were found guilty of manipulating official records, issuing fake and duplicate job cards, and irregularly sanctioning multiple IHHL units in violation of SBM guidelines.
The enquiry revealed shocking details: out of 55 job cards under complaint, 7 were fake, 5 duplicate, 24 deleted, and 31 found active. The two officials were also held responsible for misappropriation of government funds flagged in the Social Audit report.
Irregularities in Block Chassana
In Chassana block, Abdul Qayoom (GRS) and Arun Gandotra (Technical Assistant) were found responsible for major irregularities in SBM works. Records showed an expenditure of ₹3 lakh on constructing a Community Sanitary Complex (CSC) in Panchayat Chassana-A, but the asset was found missing on the ground during Social Audit inspection.
Action Against Senior Officials
DC Reasi has also written to the Secretary, Rural Development Department, recommending strict disciplinary action against permanent employees posted during the period of irregularities. These include BDOs of Chassana and Jij Bagli, the AEE of REW Subdivision Mahore, Junior Engineers, and Panchayat Secretaries.
Further, the Deputy Commissioner has directed initiation of recovery proceedings against all officials found involved, under the Jammu & Kashmir Civil Services (Classification, Control & Appeal) Rules, 1956.
“Accountability must be enforced, and exemplary punishment will ensure that such malpractices are not repeated in future,” the DC asserted.
