Srinagar, October 7, 2025 : The Jammu and Kashmir State Investigation Agency (SIA) on Tuesday urged the J&K High Court to dismiss an application filed by PDP MLA Waheed-ur-Rehman Parra, who is on bail in a terror-linked case registered in 2020, seeking permission to travel outside the Union Territory.
SIA’s counsel, Additional Advocate General Mohsin S Qadri, described the application as “baseless and meritless”, citing Parra’s involvement in “serious and heinous offences” and arguing that allowing him to travel would jeopardize the trial court’s supervisory powers.
“Being on bail does not entitle the applicant to leave J&K. The application seeks to nullify bail conditions and could undermine ongoing investigations and trial proceedings,” the SIA counsel said.
The agency pointed out that Parra had previously filed a similar petition in 2023, which is still pending. The SIA argued that the current application misrepresented facts and attempted to mislead the court. They emphasized that the bail condition requiring prior permission to travel outside the UT was imposed considering the seriousness of the offences.
The counsel also warned that granting the plea could set a dangerous precedent, allowing other accused to bypass bail conditions, and noted that the condition is not harsh, as Parra has been allowed to travel with prior permission in the past.
“The application merits dismissal and may also amount to contempt of court for abusing judicial processes,” the SIA added.
The High Court will now examine the application in light of the agency’s submissions, balancing individual liberty with public interest and national security.
