Jammu, January 16, 2026 : Jammu and Kashmir Chief Secretary Atal Dulloo has reiterated that the security forces in the Union Territory remain fully prepared and on high alert to counter emerging and evolving security challenges, including threats posed by hostile elements from across the border.
Speaking to news agency PTI, Dulloo acknowledged that adversarial forces, including Pakistan-sponsored terror networks, will continue attempts to disturb peace in Jammu and Kashmir. However, he underlined that preparedness on the ground remains robust, backed by coordinated efforts of all security and intelligence agencies.
He pointed out that the region continues to face multiple challenges such as infiltration attempts, difficult terrain, and adverse weather conditions—factors often exploited by hostile elements to create instability. Emphasising the element of surprise used by terror groups, Dulloo said such tactics are constantly factored into security planning and response mechanisms.
Expressing strong confidence in the security apparatus, the Chief Secretary said the Indian Army, paramilitary forces, Jammu and Kashmir Police, and intelligence agencies are fully alert and capable of delivering a befitting response to every conspiracy aimed at disturbing peace.
Reviewing the overall security scenario, Dulloo described the situation in Jammu and Kashmir during 2025 as largely under control, barring one major incident—the Pahalgam terror attack of April 22, in which at least 26 people, mostly tourists, lost their lives. He said the year otherwise reflected strong operational effectiveness and significant successes by security forces.
Highlighting achievements on the ground, Dulloo said there has been visible dominance of security forces across the region. He cited successful operations such as Operation Mahadev and the busting of terror modules linked to attacks outside the region, including in Delhi, as examples of effective counter-terrorism measures.
On recent high-level security review meetings chaired by the Union Home Minister and followed by the Union Home Secretary, Dulloo clarified that such reviews are part of a continuous and structured process. These meetings assess current security conditions, examine new developments, and help shape future strategies to address upcoming challenges.
Looking ahead to 2026, Dulloo reiterated that while adversarial elements may persist in their attempts to create unrest, security forces are maintaining effective control and domination to ensure terrorists do not succeed in their designs.
Addressing the issue of Pakistan-sponsored drone activities along the Indo-Pak border, he said the use of drones for smuggling weapons and narcotics remains a serious concern. However, he assured that the Army, BSF, police, and other agencies are effectively countering these threats. He added that attempts to push drugs—often used to finance terrorism—are being firmly dealt with.
On the broader terror ecosystem, Dulloo said it has weakened significantly over time. Recruitment into terrorist ranks is now almost negligible, while incidents like stone-pelting and shutdowns, once common, have virtually disappeared. Public support for such activities has also dried up, indicating a clear shift away from violence and extremism.
He concluded by affirming that the police, security forces, and intelligence agencies remain fully capable of maintaining peace and ensuring that the people of Jammu and Kashmir continue to experience an atmosphere of stability, peace, and tranquillity.
