Budgam, January 23, 2026 : The Economic Offences Wing (EOW) Kashmir of Crime Branch J&K has filed a chargesheet before the Court of Chief Judicial Magistrate, Budgam, in a major land fraud case involving alleged cheating, forgery and use of fabricated documents to illegally claim ownership of a government housing plot at Ompora.
According to an official statement, the chargesheet has been filed in FIR No. 61/2023 under Sections 420, 467, 468 and 471 IPC of Police Station EOW-Kashmir. The case pertains to Plot No. 1165, measuring 30×50 feet, located at the Government Housing Colony, Ompora, Budgam.
The investigation was initiated following a written complaint by a woman who claimed lawful ownership of the plot through a valid chain of powers of attorney originating from the original allottee. However, another individual simultaneously claimed ownership using a separate set of documents, raising suspicion of fraud and criminal conspiracy.
During the probe, statements of the complainant, original allottee Satish Kumar Sharma, and other relevant witnesses were recorded. Verification from the offices of Sub Registrar Budgam and Sub Registrar IV, 2nd Additional Munsif Jammu, revealed that an irrevocable General Power of Attorney allegedly executed in 2010 in favour of the accused was never registered. The original allottee denied executing any such document and refuted ever residing at the address mentioned in it.
The investigation established that the accused, Gh. Mohi-ud-Din Dar, son of Mohd Shaban Dar, resident of Nowgam Bypass, Srinagar, had fraudulently used forged documents to stake ownership and carry out further transactions. Verification from the J&K Housing Department confirmed the complainant as the legitimate owner of the plot.
EOW Kashmir said a prima facie case has been established and the matter has been placed before the competent court for judicial adjudication. The agency reiterated its commitment to taking stringent action against land and property fraud, especially cases involving attempts to usurp public assets.
