“Bills Judged on Merit, Not Politics”: Omar Abdullah Clarifies Stand in Assembly

Jammu, March 30, 2026 :  Jammu and Kashmir Chief Minister Omar Abdullah on Monday asserted that the government does not oppose private members’ bills routinely, but evaluates each proposal on its merits before taking a decision.

🏛️ Clear Message in Assembly

Responding during a debate, the CM said:

“It may appear as if we pick a slip marked ‘oppose’ and reject a bill, but that is not the case.”

He emphasized that every proposal—whether introduced in the Assembly or otherwise—is thoroughly scrutinized, with its pros and cons carefully weighed.


📜 Bill Under Discussion

The remarks came while opposing a private member’s bill moved by Nizam-ud-Din Bhat, which sought equitable employment opportunities in civil services.

While acknowledging the concern as genuine, Abdullah said the bill:

  • Had more drawbacks than advantages
  • Could create administrative complications

⚠️ Key Concerns Highlighted

The Chief Minister pointed out that implementing such provisions could:

  • Lead to shortage of qualified candidates at local levels
  • Complicate reservation policies
  • Restrict promotion opportunities
  • Create disparities among employees

He warned that limiting recruitment or postings locally may result in arbitrariness and inefficiency in governance.


🤝 Balanced Approach

Despite opposing the bill, Omar Abdullah assured the House that:

  • The issue raised would be examined seriously
  • The government would explore better alternative solutions

Following the discussion, many of the private members’ bills listed were either withdrawn or rejected after debate.
