JAMMU, April 10, 2026 : In a major push towards digital governance, the Jammu and Kashmir government has launched a Centralized Aadhaar Data Vault (ADV) to ensure timely delivery of welfare benefits and strengthen monitoring across departments.
The decision was taken in a high-level meeting chaired by Chief Secretary Atal Dulloo.
Single Source of Truth for Welfare Delivery
The Aadhaar Data Vault has been designed as a secure, unified digital platform integrated with:
- Civil Registration System (Birth & Death records)
- Aadhaar authentication services
- Banking and financial systems
This will act as a “Single Source of Truth”, enabling real-time verification of beneficiaries.
Faster Benefits, Zero Leakages
The initiative aims to:
- Ensure timely disbursement of pensions, insurance, and subsidies
- Prevent fraudulent or duplicate claims
- Stop benefits being जारी even after a beneficiary’s death
Banks have been asked to use the system for faster settlement of claims under:
- Pradhan Mantri Jeevan Jyoti Bima Yojana
- Pradhan Mantri Suraksha Bima Yojana
Smart Integration & Real-Time Updates
Developed with support from National Informatics Centre, the system includes:
- API integration with the Registrar General of India
- Automated data updates for accuracy
- Seamless inter-department connectivity
This reduces paperwork and eliminates the need for multiple approvals or MoUs.
“One Aadhaar, One Token” Framework
A key feature is the “Single Token per Aadhaar” model, which ensures:
- De-duplication across schemes
- Transparent beneficiary tracking
- Better utilization of public funds

Chief Secretary Atal Dulloo termed the initiative a milestone in governance reforms, emphasizing its role in:
- Data-driven decision-making
- Efficient public service delivery
