LEH, OCTOBER 14, 2026 : The Union Ministry of Home Affairs (MHA) and representatives of Ladakh’s Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) are scheduled to resume discussions in Leh on Thursday, October 15, 2026, over the Union Territory’s long-pending political and constitutional demands.

The upcoming Sub-Committee meeting is being viewed as an important opportunity to move discussions forward, with Ladakh’s leadership hoping for concrete proposals on constitutional safeguards and greater democratic representation.

The meeting follows the September 9 discussions in New Delhi, which LAB and KDA described as a “non-starter” because they felt there had been insufficient progress on key issues.

Ladakh Leaders Seek Concrete Proposals

LAB convenor Gelek Phunchok confirmed that representatives of both organisations would participate in Thursday’s meeting and expressed hope for meaningful deliberations.

He said the Union Home Ministry had assured the two bodies during the September meeting that further discussions would take place.

The Ladakh leadership is now seeking tangible progress, particularly a detailed draft framework for constitutional safeguards tailored to the region’s unique circumstances.

Among the principal demands are safeguards under Article 371 and the establishment of a Union Territory-level Legislative Assembly with adequate legislative powers.

Phunchok stressed that any proposed framework should protect Ladakh’s distinct identity, address regional aspirations and provide meaningful democratic representation.

Legal Expert to Join the Discussions

Supreme Court advocate Vikram Hegde, who serves as legal adviser to LAB and KDA, is also expected to attend the meeting.

According to Phunchok, Hegde’s participation will help examine the constitutional and legal dimensions of the proposed safeguards and present the two organisations’ legal perspectives before the Ministry of Home Affairs.

The discussions are expected to focus on how constitutional protections and institutional arrangements could be designed to address Ladakh’s specific political, cultural and administrative concerns.

Previous Meeting Ended Without a Draft Proposal

The September 9 meeting had generated disappointment among Ladakh’s representatives, who said the Centre had not presented a draft proposal despite the long gap since the previous round of discussions.

The earlier meeting between the Union government and Ladakh’s leadership had taken place on May 22, 2026.

During those discussions, both sides had reportedly reached an in-principle understanding on extending constitutional safeguards to Ladakh along the lines of provisions under Articles 371A, 371F and 371G, which provide special protections to Nagaland, Sikkim and Mizoram, respectively.

However, Ladakh’s representatives subsequently expressed concern over the absence of concrete proposals during the September discussions.

Centre Urged to Address Ladakh’s Aspirations

Following criticism of the September meeting, Ladakh Chief Secretary Ashish Kundra had urged regional leaders to remain optimistic and reassure the public that progress was being pursued on issues of critical importance to the Union Territory.

Thursday’s meeting is expected to test whether the renewed dialogue can produce a clearer framework for addressing the demands raised by LAB and KDA.

The key issues include constitutional safeguards, an elected legislative body with meaningful powers, and arrangements that reflect Ladakh’s distinct regional aspirations.

The outcome of the talks could prove significant for the future course of Centre–Ladakh engagement. However, any agreement or proposed framework will depend on the discussions and official announcements.
