Srinagar, August 20, 2025 : Chief Minister Omar Abdullah on Wednesday chaired a high-level meeting to review the progress of financial inclusion schemes, social security coverage, district capex, CDF works, and overall revenue collection in Jammu and Kashmir.
The meeting was attended by Advisor to CM Nasir Aslam Wani, Additional Chief Secretary Dheeraj Gupta, Principal Secretary Finance Santosh D. Vaidya, senior administrative secretaries, and all Deputy Commissioners, both in person and via virtual mode.
Principal Secretary Finance presented a detailed report on revenue trends, financial inclusion, and district-wise performance under capex and CDF programmes.
The Chief Minister expressed concern over the slow pace of tendering and uploading of works, directing departments to adopt monthly monitoring of revenue and social inclusion schemes instead of waiting until the last quarter of the fiscal year.
“Departments must not wait for February and March to chase revenue targets. Specific six-month revenue targets will be flagged by the Finance Department. Work on improving realization must begin now, with clear monthly plans,” Omar Abdullah said.
He directed Deputy Commissioners to ensure district-specific expansion of social welfare schemes, including PM Jan Dhan Yojana, PMSBY, PMJJBY, Atal Pension Yojana, Integrated Social Security Scheme, and various pension schemes. He called for identifying reasons behind drop in enrollment and warned of another review in three months.
On development works, Omar asked for speedy finalization of CDF projects and their uploading on BEAMS, and stressed that MLAs must be kept informed about approved, prioritized, and unviable works.
The CM cautioned that delays in revenue mobilization may compel the government to impose cuts in departmental expenditure. “If departments want to avoid curtailments, they must focus on revenue realization,” he emphasized.
The meeting noted encouraging progress under several schemes: 23 lakh PMJDY accounts, 23.8 lakh PMSBY enrollments, 9.83 lakh PMJJBY beneficiaries, and ₹166.90 crore disbursed to 2.5 lakh workers through the Building & Other Construction Workers Board in 2024-25. However, Omar stressed the need to increase active registrations and awareness campaigns.
Reiterating his government’s commitment to inclusive growth, social security, and fiscal discipline, the Chief Minister called on all departments and DCs to work in close coordination with the Finance Department to achieve the set targets.
