BUDGAM, November 4, 2025 : The Jammu and Kashmir Anti-Corruption Bureau (ACB) has registered FIR No. 21/2025 at its Srinagar Police Station after uncovering large-scale irregularities in the construction of a petrol pump on Kahcharaie land in Arigam, Budgam.
The verification revealed that Ali Mohammad Khan, a resident of Arigam, illegally built a petrol pump in June 2020 using a license obtained through manipulated and misleading documents.
The probe found that several revenue officials, including the Patwari, Naib Tehsildar, Tehsildar, and SDM Khansahab, omitted critical land details, concealed facts about State and Shamilat lands, and falsely certified feasibility despite clear encroachment risks.
On the basis of these misleading NOCs, the then Deputy Commissioner Budgam issued the petrol pump license (No. DCB/2020/10 dated 22.05.2020), enabling the illegal occupation of State land.
The ACB stated that the officers acted in criminal conspiracy with the beneficiary, abusing their official positions to confer undue pecuniary benefits.
A case under Section 7 of the Prevention of Corruption Act, 1988 (as amended 2018) and Section 120-B IPC has been registered. Further investigation is underway.
