Srinagar, February 10, 2026: Jammu and Kashmir Pradesh Congress Committee (PCC) president Tariq Qarra on Tuesday questioned the government’s move to seek fresh loans under the Special Assistance to States for Capital Investment (SASCI) scheme, alleging that nearly ₹1 lakh crore of allocated funds remains unutilised.
Participating in the budget discussion in the Assembly, Qarra said only about 12 per cent of the total budget had been spent on capital expenditure so far.
He asked why additional borrowing was being pursued despite the availability of substantial unspent funds. “When such a huge amount remains unused, what is the justification for taking fresh loans?” he said, raising concerns over fiscal discipline and development priorities.
The PCC chief warned that increased borrowing would add to Jammu and Kashmir’s financial burden and sought clarity on the government’s roadmap for utilising existing funds and ensuring timely execution of development projects.
Emphasising that capital expenditure is crucial for infrastructure growth and employment generation, Qarra stressed the need for effective and transparent use of allocated resources.
