Jammu, September 24, 2025 : In a major development, the Jammu and Kashmir Police have arrested Selection Grade Constable Pawan Singh in connection with the killing of Parvez Ahmed (21), a Gujjar youth, during a police operation in Sure Chak, Satwari, on July 24.
Singh, who had earlier been suspended along with a Head Constable, has been booked under Section 105 of the Bharatiya Nyaya Sanhita (BNS), relating to culpable homicide not amounting to murder.
The incident had sparked widespread outrage and political uproar, leading to the constitution of a Special Investigation Team (SIT) and a parallel magisterial probe. While sources suggest that the SIT found links between Parvez and individuals engaged in drug peddling, police have not officially confirmed these claims.

According to the initial statement, a small police team pursuing suspected drug peddlers came under fire in Mandal. In the ensuing exchange, one person was injured and later identified as Parvez Ahmed, who succumbed to his injuries at GMC Jammu.

PDP president Mehbooba Mufti welcomed the arrest, terming it a “crucial step toward justice.”
“This arrest sends a strong message that accountability within the police force is not optional. While Parvez’s loss is irreparable, this offers hope that justice will be served,” she said, praising SSP Jammu Joginder Singh and IGP Jammu for ensuring a transparent investigation.
She added, “Parvez, silenced in life, deserves justice in death.”
