JAMMU, November 11, 2025 : Chief Secretary Atal Dulloo today chaired a comprehensive review meeting of the Finance Department to assess the progress of financial inclusion and coverage under key welfare and social security schemes across Jammu and Kashmir.

The meeting was attended by Principal Secretary, Finance, Santosh D. Vaidya; MD, J&K Bank; Secretary, IT; Secretary, School Education; DG, Budget; DG, Economics & Statistics; MD, BOCWWB; and representatives from various banks and departments.

The Chief Secretary emphasized the need to mobilize all eligible beneficiaries, particularly those in the unorganized sector, for enrolment under the Pradhan Mantri Shram Yogi Maandhan (PMSYM) scheme, which provides a guaranteed monthly pension of ₹3,000 after the age of 60.

He directed district administrations to take proactive measures for achieving universal enrolment by designating Labour Offices, EPFO and ESIC offices as facilitation centres to raise awareness and assist with registration.

Dulloo also instructed the Finance Department to share comprehensive datasets of eligible beneficiaries—including construction workers, MDM workers, and street vendors—with banks to expedite enrolments under the schemes.

Reviewing district-wise performance, he called for a targeted, coordinated approach to bridge the gap between current coverage and national averages, ensuring focused saturation across the UT.

Providing an overview, Principal Secretary, Finance, informed that nearly 5.46 lakh unorganized workers have been identified for enrolment under PMSYM. He highlighted major progress under flagship financial inclusion schemes:

  • PMJDY: 23.13 lakh total accounts (77,208 new)

  • PMSBY: 27.64 lakh total accounts (4.30 lakh new)

  • PMJJBY: 11.06 lakh total accounts (1.57 lakh new)

  • APY: 2.81 lakh total subscribers (33,500 new)

It was noted that APY, PMJJBY, and PMSBY form the backbone of the government’s social security architecture, ensuring affordable insurance and pension coverage:

  • APY: Guaranteed pension ₹1,000–₹5,000/month at 60 years.

  • PMJJBY: ₹2 lakh life cover (18–50 years) at ₹330/year.

  • PMSBY: ₹2 lakh accidental cover (18–70 years) at ₹12/year.

Under the Building and Other Construction Workers Welfare Board (BOCWWB), 5.90 lakh workers stand registered till October 2025. Additionally, the Social Welfare Department has extended old-age, widow, and disability pensions to nearly 8.6 lakh beneficiaries, raising the beneficiary ratio to 600 per 10,000 population.

Commending the progress, the Chief Secretary called for mission-mode implementation to achieve 100% saturation under all financial inclusion and welfare schemes across Jammu and Kashmir.
