NEW DELHI, April 10, 2026 : The Delhi Police Special Cell has busted a major inter-state terror, arms, and espionage module allegedly backed by handlers from Pakistan and its intelligence agency Inter-Services Intelligence (ISI), officials said on Friday.
Solar CCTV Spy Network Exposed
Investigators uncovered a covert surveillance network involving solar-powered CCTV cameras installed near sensitive military locations across multiple states.
- At least 9 solar-powered CCTV cameras recovered
- Real-time footage transmitted to Pakistan-based handlers
- SIM cards used were procured using fake identities
The cameras were strategically placed to monitor troop movement and defence installations.
High-Security Areas Targeted
The network operated across sensitive locations including:
- Punjab: Kapurthala, Jalandhar, Pathankot, Patiala, Moga
- Haryana: Ambala
- Jammu & Kashmir: Kathua
- Rajasthan: Bikaner, Alwar
These areas are critical due to Army cantonments, border proximity, and troop movement corridors.
11 Arrested in Coordinated Operations

- 6 arrested in first operation (Punjab & Delhi)
- 5 arrested in second operation (Punjab)
Recoveries included:
- 4 pistols (including foreign-made weapons)
- 24 live cartridges
- Surveillance equipment

The module has been linked to the banned outfit Babbar Khalsa International, with operatives involved in:
- Espionage and reconnaissance
- Arms smuggling
- Monitoring defence installations
How the Network Operated
According to officials:
- Operatives used encrypted apps to communicate with handlers
- Youths were lured through money from arms & narcotics smuggling
- CCTV cameras were installed to capture visuals of Army & BSF movements
