Srinagar, February 5, 2026 : The Economic Offences Wing (EOW) of the Crime Branch Jammu and Kashmir has filed a chargesheet against a former assistant professor for allegedly concealing her foreign nationality to secure a government job at a medical institution.
According to an EOW spokesperson, the chargesheet against Afshan Shabir has been submitted before the Chief Judicial Magistrate (CJM), Srinagar. The case pertains to her appointment as an Assistant Professor at SKIMS Soura in 2019.
The investigation revealed that Shabir was ineligible for a government post as she is a British national and an Overseas Citizen of India (OCI) card holder. Despite this, she applied for the post under Advertisement Notice No. 04 of 2015 as an in-service candidate.
“As part of the application process, the accused submitted various documents, including a state subject certificate, declaring herself to be an Indian citizen and a permanent resident of Jammu and Kashmir. Based on these declarations, she was selected and appointed,” the spokesperson said.
During the investigation, EOW officials seized and examined official records such as her service book, personal file, application form, and minutes of the selection committee. Scrutiny of these documents revealed that Shabir had acquired British citizenship prior to joining government service and allegedly concealed this fact both at the time of application and during her tenure.
“It surfaced during the probe that the accused was holding a British passport and an OCI card, which she admitted during investigation,” the spokesperson added.
The EOW concluded that by misrepresenting her citizenship status, the accused fraudulently secured a public post, resulting in wrongful gain to herself and corresponding loss to the government. Following the revelations, her services were terminated in August 2022.
Further legal proceedings in the matter will now be decided by the court.
