Srinagar, December 8, 2025 : In a major security-driven enforcement action, Srinagar Police on Monday booked several hotels, homestays and houseboats across the city for serious violations of mandatory Form-C reporting norms, a key requirement under the Immigration & Foreigners Act for hosting foreign nationals.
According to an official police statement, the drive was conducted as part of intensified security measures aimed at strengthening surveillance and preventing misuse of accommodation facilities for unlawful activities.
Major Violations Detected Across Srinagar
During routine inspections, multiple establishments were found to have hosted foreign nationals without submitting Form-C details to the Foreigners Registration Office (FRO), which is a mandatory legal requirement.
Rajbagh Area
In the Rajbagh locality, Hotel Blossoms, Hotel Grand MS and Hotel Golden Forest were found to have allowed foreign nationals to stay without proper Form-C reporting.

Khanyar Area
At Khayam, Hotel Khyber was found repeatedly violating Form-C reporting norms and failed to produce any proof of compliance.

Lal Bazar Area
IMY Homestay, Nawabagh Bagwanpora, owned by Mohammad Aslam Baktoo, was found deliberately concealing the stay of Israeli national Mr. Starobinsky Lior along with others.
➡️ FIR No. 60/2025 under Sections 8 & 23-B registered at Police Station Lal Bazar.
Nishat Area
House owner Mohammad Ashraf Zargar of Brein, Nishat, failed to report the stay of foreign nationals as mandated.

Houseboat Owners Booked in Ram Munshi Bagh
Multiple houseboats operating in the Dal Lake belt were also booked for Form-C violations:

Police Issue Strong Warning
Srinagar Police clarified that further investigation is underway to uncover forward and backward linkages, indicating possible deeper violations.
Reiterating strict compliance, police stated:
“All hotels, guest houses, houseboats and homestay operators must strictly adhere to Form-C submission when accommodating foreign nationals. Any violation will invite strict legal action.”
The statement further emphasized that Srinagar Police remains fully committed to safeguarding national security, maintaining public order, and protecting citizens from activities prejudicial to peace and stability.
