Jammu, December 5, 2025 : Lieutenant Governor Manoj Sinha on Thursday underscored the urgent need to enhance diagnostic accuracy and reduce the time between diagnosis and treatment while addressing the inaugural session of ‘APCON 2025’, the 73rd Annual Conference of the Indian Association of Pathologists & Microbiologists (IAPM) and the International Academy of Pathologists – Indian Division (IAP-ID) at Government Medical College (GMC), Jammu.
The five-day national conference, themed “Emerging Trends in Pathology: From Morphology to Molecular Insights,” has brought together leading pathologists, microbiologists, and medical experts from across the country to deliberate on the latest scientific and technological advancements in the field of pathology.
Focus on AI, Big Data & Precision Medicine
In his keynote address, the Lieutenant Governor stressed the importance of integrating Artificial Intelligence (AI) and Big Data analytics into diagnostic systems to ensure faster and more accurate detection of diseases.
“The healthcare system must focus on enhancing diagnostic accuracy and reducing time to treatment. Mainstreaming precision medicine through advanced diagnostic tests is crucial. Laboratories must develop modern infrastructure to convert data into meaningful clinical insights for doctors,” LG Sinha said.
He emphasized the importance of strengthening the bridge between science and medicine to improve patient outcomes.
Preventive Healthcare & Medical Education Reforms
The Lieutenant Governor also made key suggestions for strengthening preventive healthcare strategies and medical education.

Digital Health & Ayushman Bharat Expansion
Highlighting the transformation of the healthcare sector under the leadership of Prime Minister Narendra Modi, LG Sinha urged stakeholders to:

Expand digital health records

Extend the Ayushman Bharat Health Account (ABHA) facility to remote areas

Link smaller health centers with advanced diagnostic laboratories for expert consultation
“Public and private sectors must work together to build dedicated diagnostic facilities in remote areas and reduce the gap between diagnosis and treatment in far-flung regions,” he said.

The inaugural session was attended by Dr Ashutosh Gupta, Principal GMC Jammu; Dr Usha Kini, President IAPM; Dr Reeni Mallik, Vice President IAPM; Dr Ranjan Agarwal, Honorary Secretary IAPM; along with senior office bearers of IAPM and IAP-ID, besides prominent pathologists and medical professionals.
Arvind Gupta, MLA Jammu West; Dr Syed Abid Rasheed Shah, Secretary Health & Medical Education; and senior officials from civil and police administration were also present.
