Jammu, March 7, 2026 : Since the formation of the government led by the Jammu and Kashmir National Conference in 2024, authorities have approved 5,881 development projects worth ₹22,275 crore that were proposed by legislators during pre-budget consultations for the 2025–26 Budget Estimates, officials from the finance department said.
The budget was presented by Omar Abdullah, the Chief Minister of Jammu and Kashmir, who also holds the Finance portfolio. His first budget was introduced in the J&K Assembly in March 2025 after extensive consultations with stakeholders, including legislators from both treasury and opposition benches. The consultative process continued ahead of the presentation of the government’s second budget on February 6.
Nearly 8,000 Works Proposed
According to the finance department, 7,909 development works identified by MLAs during pre-budget discussions were forwarded to various administrative departments for feasibility assessment, preparation of cost estimates and alignment with sectoral priorities under the UT CAPEX Budget 2025–26.
Out of these, 5,881 projects with an estimated cost of ₹22,275 crore have been accommodated so far. A budget allocation of ₹986 crore has already been earmarked for their time-bound completion during 2025–26.
CDF and District Capex Works
Under the Constituency Development Fund (CDF), MLAs have recommended around 12,000 works worth approximately ₹313 crore against an allocation of ₹427 crore, indicating strong utilisation of funds.
Officials said development projects suggested by elected representatives are executed through three main funding channels:

UT CAPEX for major infrastructure projects

District CAPEX for local development works

CDF for constituency-level initiatives
During the current financial year 2025–26, around 71,500 works worth ₹1,307 crore are underway under the District Capex programme. Officials added that 96% of new works are already under execution after completing administrative approvals and tendering processes.
So far, ₹500 crore has been utilised under these projects.
Monitoring and Transparency
To ensure transparency and timely execution, multiple monitoring mechanisms are in place. Funds are allocated and tracked in near real time through the Budget Estimation and Allocation Monitoring System (BEAMS) of the finance department.
Authorities are also using the Photographic Record of On-site Facility (PROOF) system, which requires geo-tagged photographic evidence at various stages of construction before contractor payments are cleared.
Additionally, all completed works undergo 100% physical verification each year by field officers of the Planning, Development and Monitoring Department across the 20 districts of Jammu and Kashmir.
Details of ongoing projects—including approvals, sanctions, contract awards and expenditure—are also publicly available on the Janbhagidari Portal, while regular review meetings are conducted at departmental and district levels to monitor implementation.
