Jammu, February 17, 2026 : Jammu and Kashmir has recorded a steady and significant rise in Goods and Services Tax (GST) collections, with total revenue of ₹24,080.79 crore over the last three financial years, indicating improved compliance, efficient tax administration and an expanding tax base, the government informed the Assembly on Tuesday.
Replying to a written question by NC MLA Pirzada Farooq Ahmed, Omar Abdullah said GST collections rose consistently from ₹7,272.15 crore in 2022–23 to ₹8,128.44 crore in 2023–24, and further to ₹8,680.20 crore in 2024–25.
IGST Share from Centre
The Chief Minister informed the House that the Union Territory also received ₹15,795.13 crore as its share of Integrated GST (IGST) during the same period. This included:
-
₹4,922.57 crore in 2022–23
-
₹5,183.62 crore in 2023–24
-
₹5,688.94 crore in 2024–25
He explained that GST being a destination-based tax, revenue accrues to the region where goods and services are consumed rather than produced.
Impact of GST Reforms
Abdullah said the GST regime, implemented in July 2017, replaced the earlier multi-layered indirect tax system with a unified structure, reducing tax cascading and strengthening compliance through technology-driven mechanisms such as online registration, return filing, refunds and e-way bills.
He noted that despite initial challenges for small and rural businesses, the government introduced facilitative measures including the Composition Scheme, QRMP, quarterly returns and GST Suvidha Kendras in every district to ease the transition.
Sector-Wise Benefits
-
Handicrafts: Most items placed in the 5% GST slab, easing interstate trade
-
Horticulture: Farm income kept outside GST; concessional rates on inputs
-
Tourism: Removal of entry tax and lower hotel GST rates made travel more affordable
While acknowledging ongoing challenges for small, unorganised and home-based producers, including refund delays and compliance issues, the Chief Minister said these are being addressed through continued simplification and support measures.
He concluded that the consistent rise in GST and IGST receipts reflects stronger revenue mobilisation and more effective tax governance in Jammu and Kashmir.
