JAMMU, April 4, 2026 : The Legislative Assembly of Jammu and Kashmir on Saturday passed the Private Universities Bill, paving the way for the establishment and regulation of private universities in the Union Territory.

The bill, introduced by Education Minister Sakeena Itoo, aims to provide a structured framework for setting up private institutions, ensuring proper governance, academic standards, and protection of student interests.

‘Milestone Moment’ for Youth

Chief Minister Omar Abdullah termed the passage of the bill a “milestone moment”, emphasizing its importance for the youth of the region.

He said the legislation will:

  • Expand access to quality higher education
  • Reduce the need for students to study outside J&K
  • Attract reputed educational institutions to set up campuses in the UT

Boost to Higher Education Sector

Speaking in the House, Minister Sakeena Itoo stated that the government had carefully addressed concerns of the higher education sector while drafting the bill.

She added that the move will strengthen academic infrastructure and open new opportunities for students within Jammu and Kashmir.

Amendments & Passage

Several legislators, including Mir Saifullah, Nizam-ud-din Bhat, Pirzada Farooq Ahmad Shah, and Tanvir Sadiq, had proposed amendments but later withdrew them after government assurances.

An amendment moved by Balwant Singh Mankotia was rejected through a voice vote. The bill was subsequently passed by the House through voice vote.

Another Key Bill Passed

The Assembly also cleared the Jammu and Kashmir Jan Vishwas Second (Amendment of Provisions) Bill, moved by Agriculture Minister Javid Ahmed Dar on behalf of the Chief Minister.

The bill focuses on:

  • Decriminalising minor offences
  • Improving ease of living and ease of doing business
  • Rationalising outdated legal provisions

Vision for the Future

Chief Minister Omar Abdullah said the move reflects the government’s commitment to building a vibrant ecosystem for education, innovation, and research, positioning Jammu and Kashmir as a growing hub of academic excellence.
