Jammu | September 24, 2025 : A Jammu and Kashmir Police constable has been formally arrested in connection with the killing of 21-year-old Gujjar youth Mohammad Parvez during a firing incident near Sure Chak village on the outskirts of Jammu city on July 24.
The incident had triggered widespread protests by the Gujjar community, who rejected police claims that Parvez was a drug peddler, alleging that he was killed in a “fake encounter.”
In response to public outrage, the police had constituted a Special Investigation Team (SIT) and initiated a magisterial inquiry to ensure a transparent investigation. Political leaders, including Chief Minister Omar Abdullah and PDP president Mehbooba Mufti, visited the bereaved family and called for a time-bound probe.
Following the SIT investigation, selection grade constable Pawan Singh was formally arrested and booked under Section 105 of the Bharatiya Nyaya Sanhita (culpable homicide not amounting to murder). Singh, along with Head Constable Baljinder Singh, had been suspended immediately after the killing, pending investigation.
Commenting on the arrest, Mehbooba Mufti said:
“The arrest of Pawan Singh in connection with the tragic death of Parvez is a crucial step toward justice. It is a reminder that no one, not even those in uniform, is above the law. Accountability within the police force is not optional.”
She further added:
“Parvez was an innocent man. While his loss is irreparable, this arrest offers hope that justice will be served. SSP Jammu, under IGP leadership, ensured a fair and transparent investigation, restoring faith in the system. We hope the judicial process now takes its course and that Parvez, silenced in life, finds justice at last.”
The arrest has been widely welcomed as a significant step in upholding rule of law and police accountability in Jammu and Kashmir.
