SRINAGAR, July 28, 2025 : The Jammu and Kashmir Government has barred six doctors from practice following allegations of engaging in private consultations during official hours and making unethical referrals to private Empanelled Health Care Providers (EHCPs).
According to an order issued by the Health & Medical Education Department, the action was taken based on findings by the State Health Agency under the Ayushman Bharat – PMJAY/SEHAT Scheme, which revealed gross violations of medical ethics and service norms.
Three doctors were found involved in private practice during duty hours:

Dr. Bilal Ahmad Bashir, Consultant Surgeon, GMC Anantnag – 312 cases

Dr. Ishaq, Medical Officer, DH Pulwama – 170 cases

Dr. Younis Kamal, Associate Professor, Orthopaedics, GMC Anantnag – 185 cases
Another three were found making unethical referrals to private EHCPs:

Dr. Vikas Gupta, Medical Officer, CHC Hiranagar – 19 cases

Dr. Manju Kumari, Medical Officer, EH Vijaypur – 18 cases

Dr. Raj Kumar Bhagat, Medical Officer, DH Samba – 12 cases
The order states that their conduct “significantly outweighed their contribution to public service,” thereby undermining the core objectives of the health insurance scheme.
The government has initiated further disciplinary proceedings in line with service rules and warned of strict action against any similar violations in the future.
