JAMMU, November 27, 2025 : In a major administrative action, the Jammu and Kashmir Government has blacklisted LMES IT LLP and its primary stakeholder Maharaj Krishan Wali, permanently barring them from all future recruitment-related tenders across the Union Territory. The decision follows a multi-stage investigation that exposed serious irregularities in the controversial 2020 Fire & Emergency Services recruitment process.

Inquiry Spanned 3 Years, Exposed Deep Irregularities

The case first came under scrutiny in December 2022, when a government committee was set up to probe allegations in the selection of Firemen and Firemen Drivers.
The committee submitted its findings on February 10, 2024, after which the matter was forwarded to the Anti-Corruption Bureau (ACB) for a deeper investigation.

ACB Probe Uncovered Tender Violations

The ACB registered FIR No. 01/2025 at its Central Jammu Police Station, naming LMES IT LLP and examining the role of M.K. Wali in the tendering and selection process.
The investigation revealed:

  • LMES IT LLP was ineligible on several mandatory criteria of the e-NIT.

  • It was awarded the contract despite being the L-2 bidder, quoting Rs. 179 per candidate, while the L-1 bidder, UMC Technology Pvt. Ltd., had quoted a much lower Rs. 107.50.

  • The L-1 bidder was never called for negotiations, nor was its bid officially accepted or rejected.

  • LMES lacked required experience, having not conducted recruitment for at least two State/UT police forces or central paramilitary organisations.

  • The firm, incorporated only in November 2017, failed to submit three years of its own balance sheets, instead furnishing two years of documents from another company.

Conflict of Interest & Undue Advantage

Investigators also flagged a serious conflict of interest:

  • M.K. Wali, holding 99% shareholding in LMES, had previously worked with Timing Technologies Pvt. Ltd., whose 2018 Fire Services recruitment process was scrapped by the government.

  • Despite this clear conflict and prior issues, LMES — owned by the same individual — was improperly awarded the contract, giving Wali what the ACB termed “undue leverage”.

Government Acts Under GFR 2017

Based on the findings, the Home Department recommended blacklisting under Rule 151 of the General Financial Rules (GFR) 2017, supported by departmental communications issued on June 27 and September 16, 2025.

After reviewing all reports, the competent authority approved the proposal, leading to the final order.

Final Order

LMES IT LLP — operating from Jammu and Gurgaon — along with stakeholder Maharaj Krishan Wali, has been permanently barred from participating in any future recruitment-related tenders of the J&K Government.
