JAMMU, October 9, 202 : In a significant administrative overhaul, the Jammu and Kashmir Government on Thursday ordered the transfer and posting of 108 officers, including 104 from the Jammu and Kashmir Administrative Service (JKAS), as part of a major governance reshuffle aimed at improving efficiency across departments.
According to the General Administration Department (GAD) order, several senior JKAS officers have been assigned new key responsibilities in vital sectors including administration, revenue, transport, tourism, social welfare, education, and infrastructure.

Manzoor Ahmad Qadri, posted as Vice-Chairman, Lakes Conservation and Management Authority (LCMA), J&K, will also hold the charge of CEO, WUCMA.

Aijaz Abdullah Saraf, CEO, J&K Building and Other Construction Workers Welfare Board, has been transferred as Member, J&K Special Tribunal.

Munir-ul-Islam, Secretary in the Information Department, will hold additional charge as CEO/Secretary, Building and Other Construction Workers Welfare Board.

Mathora Masoom, Managing Director, J&K Financial Corporation, has been posted as Director, Floriculture, Kashmir.

Rajesh Kumar Shavan and Musheer Ahmed have been assigned as Special Secretaries to Tribal Affairs and Transport Department, respectively.

Rakesh Kumar Srangal has been posted as Special Secretary, Finance Department, while Abdul Rashid War will now head the J&K Road Transport Corporation as Managing Director.

Mohammad Shahid Saleem Dar has been transferred as Director, Hospitality & Protocol, and Tariq Hussain Ganai will additionally hold charge of MD, J&K Medical Supplies Corporation.

Naseer Ahmad Wani will take over as Director, School Education Kashmir after the superannuation of Dr. Ghulam Nabi Itoo.
The reshuffle also affects several officers in Social Welfare, Tourism, Cooperatives, Handicrafts, Rural Development, and Panchayati Raj Departments, alongside new postings for Sub-Registrars, District Election Officers, and Project Officers (ACD/IWMP) across districts.
The large-scale reorganization is viewed as part of the administration’s broader effort to streamline governance, enhance accountability, and ensure effective delivery of public services throughout the Union Territory.
The General Administration Department (GAD) said the transfers were made “in the interest of administration” and take immediate effect.
