JAMMU, January 27, 2026 : The High Court of Jammu and Kashmir and Ladakh has reconstituted the Committee on Service Conditions of the District Judiciary following the retirement of one of its members, an official order issued by the High Court Registry said.

The reconstitution has been carried out in compliance with directions of the High Court and in continuation of earlier judicial orders passed in the matter. The committee was reformed after the superannuation of Justice Vinod Chatterji Koul, who was previously part of the panel.

As per the order, the reconstituted committee will now comprise Justice Sanjay Dhar and Justice Mohd Akram Chowdhary as its members. The Secretary to the Government, Department of Law, Justice and Parliamentary Affairs, Union Territory of Jammu and Kashmir, and the Secretary, Law and Justice, Union Territory of Ladakh, have also been included in the committee.

The Registrar General of the High Court of Jammu and Kashmir and Ladakh has been designated as the Ex-Officio Secretary of the committee, while the Registrar (Rules) of the High Court will function as the Presenting Officer. Retired District and Sessions Judge Pawan Dev Kotwal has been appointed as the Nodal Officer.

The order further noted that matters relating to the service conditions of the District Judiciary, including those involving departments such as Home, Health, Personnel and Public Works, are being examined and implemented strictly in accordance with the directions of the High Court.

The order has been circulated to all concerned authorities, including judicial officers and relevant government departments, for information and necessary compliance.
