Kupwara, July 9,2025: In a major crackdown on cross-border terrorism, Jammu and Kashmir Police on Wednesday attached property of a Pakistan-based terrorist handler in the Kupwara district, officials said.
The action was taken against Ghulam Rasool Shah alias Rafia Rasool Shah, a top commander associated with Hizbul Mujahideen (HM) and Jamaat-ul-Mujahideen (JuM). Originally a resident of Peer Mohalla Chandigam, Lolab, Shah has been operating from across the border, actively orchestrating and facilitating terror activities in the region for years, the police spokesperson said.
Acting under Section 25 of the Unlawful Activities (Prevention) Act (UAPA), police attached five kanals and three marlas of land owned by the accused in Chandigam. The action stems from FIR No. 276/2022 registered at Police Station Kupwara, involving multiple sections of the IPC and UAPA.
“This decisive action is part of a broader strategy to dismantle the financial, logistical, and operational support networks of terror groups and their handlers across the border,” the police spokesman stated.
The move, police said, sends a clear message to those engaged in anti-national activities — whether within India or from across the Line of Control — that no support structure will be spared.
