Jammu, March 19, 2026 : A proactive and innovative counter-terror strategy adopted by the Jammu and Kashmir Police has led to a significant decline in terror-related incidents in the upper reaches of the Jammu region, particularly in challenging terrains of mountains and forests, sources said.
During 2023–24, the border districts of Poonch and Rajouri, along with upper reaches of Udhampur and parts of Kathua, witnessed a series of terror attacks, raising serious security concerns.
It was during this period that Nalin Prabhat assumed charge as Director General of Police and initiated a strategic overhaul of counter-terror operations, focusing on difficult terrains.
Recognising the challenges posed by dense forests, rugged mountains and high-altitude areas, the DGP introduced a specialised operational framework within the Special Operations Group (SOG).
As part of this strategy, two elite units—“Snow Leopards” and “Markhor”—were created:

Snow Leopards: Tasked with operations in snow-bound high-altitude areas and mountain ridges

Markhor Units: Deployed across the Union Territory to dominate forest belts and mountainous regions, often used by terrorists for infiltration and hideouts
To further enhance operational efficiency, selected personnel underwent advanced training at Greyhounds in Andhra Pradesh and with elite army units, focusing on jungle warfare, endurance and specialised combat techniques.
Officials said this capacity-building initiative has significantly improved the force’s ability to operate in hostile and remote environments.
The impact of the strategy has been evident, with a marked reduction in terror incidents by 2025, attributed to better intelligence coordination, effective area domination and swift neutralisation of threats.
The approach has also helped disrupt terror networks and restore a sense of security among residents in far-flung areas.
Speaking at a recent passing-out parade at STC Talwara, Nalin Prabhat said that the police have shifted their operational focus towards forests and higher reaches, actively targeting terrorists attempting to regroup in these areas.
“The battle has shifted to jungles and upper reaches. We are moving upwards into these areas to destroy their hideouts,” he said.
Referring to last year’s Operation Mahadev, the DGP said security forces had eliminated three Pakistani terrorists responsible for the killing of 26 civilians in the Baisaran area of Pahalgam, after tracking them deep inside forest zones.
Officials reiterated that the sustained offensive in difficult terrains will continue to ensure peace and stability in the region.
