SRINAGAR, April 3, 2026 : Lieutenant Governor Manoj Sinha on Friday ordered a thorough and impartial magisterial inquiry into the encounter at Arhama in Ganderbal district of Jammu and Kashmir, in which one alleged militant was killed by security forces.
The decision comes amid growing concerns and questions raised by political leaders over the circumstances surrounding the encounter that took place on the intervening night of April 1 and 2.
In a post on X, Sinha stated that the inquiry would examine all aspects of the incident and ensure that justice is served.
Political Reactions
Chief Minister Omar Abdullah emphasized the need for transparency, stating that the claims made by the family of the deceased should not be dismissed outright. He called for a time-bound and transparent probe, warning that any delay or lack of clarity could damage public trust.
Similarly, Mehbooba Mufti also raised concerns over the encounter, seeking a fair investigation into the incident.
Family’s Claim
The family of the deceased, identified as Rashid Ahmad Mughal, a resident of Chuntwaliwar Lar in Ganderbal, has denied any links to militancy, asserting that he was a civilian.
Government Orders Time-Bound Inquiry
The J&K Home Department has directed the District Magistrate Ganderbal to conduct the probe and submit the report within seven days.
In its official communication, the department stated that the inquiry aims to ascertain the facts and circumstances leading to the death of Rashid Ahmad Mughal and ensure accountability.

The probe is expected to bring clarity to the incident, which has sparked public debate and political scrutiny, with calls for transparency and adherence to due process.
