Jammu, November 27, 2025 : Lieutenant Governor Manoj Sinha on Wednesday said that his administration’s mission in Jammu and Kashmir—from the very beginning—has been to end discrimination, uproot injustice, dismantle the terror ecosystem, and ensure that governance reaches every citizen without bias or favouritism.
Speaking at the UT-level Constitution Day celebrations, Sinha said that the era when separatists received rewards and patriots faced harassment has been brought to a decisive close.
2019 Marked the End of Institutionalised Discrimination, Says LG
Paying tributes to the framers of the Constitution, Sinha said that after 67 years, full application of the Indian Constitution to J&K in 2019—following the revocation of Article 370—ended decades of inequality and dual systems.
“Now, J&K is moving ahead guided by the ideals of equity, social and economic justice as enshrined by Baba Saheb Ambedkar,” he said.

He said those questioning progress over the last five years must recognise the transformation:
“The practice of rewarding separatists and torturing patriots has been stopped completely.”
PM Modi Ensured Dignity for Every Citizen: Sinha
The Lieutenant Governor credited Prime Minister Narendra Modi for ensuring “honour, pride and dignity for all” by implementing constitutional provisions in full across Jammu and Kashmir.
Call for Upholding Constitutional Values
Sinha urged policymakers, civil servants, and law enforcement agencies to reaffirm their commitment to the Constitution and protect citizens’ rights.
“For 76 years, our Constitution has been a beacon of liberty, equity, and social justice. It has guided India’s rise,” he said.
He stressed the need to preserve national unity, strengthen self-confidence in society, and use all available resources to make India powerful, self-reliant, and socially just.
Constitution Day Event
The event was organised by the Department of Culture in collaboration with the Department of Law, Justice, and Parliamentary Affairs, marking 75 years of the adoption of the Constitution.
It was attended by the Speaker of the J&K Legislative Assembly, Abdul Rahim Rather, along with senior civil and police officials.
