SRINAGAR, July 26, 2025: Lieutenant Governor Manoj Sinha today addressed the North Zone Regional Conference on “Reaffirming the Constitutional Vision of Justice for Defence Personnel and Tribals” at Srinagar, organised by the National Legal Services Authority, the J&K High Court, and the J&K Legal Services Authority.
The conference was attended by Supreme Court Judge and NALSA Executive Chairman Justice Surya Kant, Union Minister of State for Law and Justice Arjun Ram Meghwal, Chief Minister Omar Abdullah, Chief Justice of J&K and Ladakh Justice Arun Palli, top judges, military officials, and civil dignitaries.
In his address, LG Sinha underscored the constitutional commitment to social, economic, and political justice, especially for the most vulnerable sections, including defence personnel and tribal communities. “Courts are not just institutions but temples of justice,” he said, calling on Legal Services Authorities to ensure timely aid to the needy.
He highlighted reforms that extended key central legislations—like the Forest Rights Act and the SC/ST Atrocities Act—to Jammu and Kashmir after 2019, empowering tribal communities with legal protection and entitlements.
To aid soldiers, LG Sinha noted amendments to the J&K Legal Services Authority Rules, making the Secretary of the Zila Sainik Board a member of District Legal Services Authorities. He also spoke about the Sainik Sahayta Kendra, which helps resolve soldiers’ grievances.
Emphasising that “delayed justice is denied justice,” the LG urged legal bodies to be proactive at the grassroots level.
The event saw the launch of the NALSA Veer Parivar Sahayata Yojana 2025, aimed at providing legal support to defence personnel, ex-servicemen, and their families. Other initiatives included:
-
Defence Personnel Case Management System
-
Legal clinics at Rajya and Zila Sainik Boards
-
Special Legal Units for Tribals
-
Tribal kiosks at Leh airport
-
Mobile medical camps in Ladakh
-

The gathering included legal luminaries, ex-servicemen, civil and military officers, and community representatives.
