SRINAGAR, Aug 22 , 2025 : Lieutenant Governor Manoj Sinha on Friday felicitated the winners of the Centre for Innovations in Public Systems (CIPS) Awards at a ceremony in Srinagar, lauding their transformative initiatives in governance and public service.
Congratulating the awardees, the LG said the CIPS Awards celebrate innovative practices in sectors such as health, education, IT, and rural development, which have brought meaningful change to people’s lives.
“Civil servants, engineers, doctors, scientists, and technocrats form the backbone of administration. Their honesty, impartiality, and efficiency are invaluable assets in nation-building,” Sinha said.
He credited Prime Minister Narendra Modi’s leadership for laying a strong foundation for governance reforms. “The mantra of Minimum Government, Maximum Governance has improved ease of living, ensured seamless delivery of services, and created a favorable environment for rapid economic growth,” he added.
The LG urged officials to focus on citizen-centric policymaking, emphasizing that “a file is more than just paper—it holds the lives and future of thousands of people.” He underlined the need for responsive governance, innovative solutions, and adapting to disruptive changes driven by technologies like Artificial Intelligence.
Highlighting reforms in J&K’s Government-to-Citizen and Government-to-Business services, Sinha noted that AI would play a key role in shaping future policies, enhancing decision-making, and improving service delivery.
He congratulated the District Administration Ganderbal for its environmental initiatives and commended changemakers like Jairaj Bhattacharya, founder of EdTech startup ConveGenius, and Swapneel Paul, DC Tinsukia (Assam), for their impactful work.
Sinha also called for replicating the Akshaya Patra Foundation’s model to strengthen the mid-day meal programme in schools, and urged a stronger focus on agriculture through technology transfer and climate-resilient practices. He said the 29 reformative projects under the Holistic Agriculture Development Programme (HADP) could serve as models for other states and UTs.
