JAMMU, July 26, 2025: Jammu and Kashmir Minister Javed Ahmad Rana has held the “dual power system” in the Union Territory responsible for the killing of 21-year-old Parvez Ahmad, a Gujjar youth, in police firing in Satwari on Thursday. He was allegedly caught in crossfire during a police chase involving suspected drug peddlers.
Speaking after visiting the bereaved family in Nikki Tawi, Rana expressed grief and called the incident “barbaric,” demanding a judicial probe in place of the ongoing magisterial inquiry. Two policemen have already been suspended, and a departmental probe is underway.
“This tragic death is the result of a fractured governance model—where both the LG administration and an elected government coexist without full clarity or accountability,” Rana said, urging the Centre to restore full statehood and empower the National Conference-led government to ensure justice and stability.
He accused some officers of exploiting the lack of administrative balance to cover up their inefficiencies, particularly in handling drug trafficking. “In the past, officers from diverse communities brought administrative balance. That balance is missing today,” he said.
Rana also alleged targeting of a particular community under the guise of drug enforcement. He demanded the FIR be updated to include the names of the policemen and supervising officers involved.
He reiterated that the Omar Abdullah-led government will not tolerate such incidents and will ensure accountability. “People have given their mandate. The Centre must respect it by restoring statehood and enabling the elected government to function with full authority,” he added.
