Kupwara, July 25, 2025 : Kupwara Police on Friday attached the property of a Pakistan-occupied Jammu and Kashmir (PoJK)-based terror handler under the Unlawful Activities (Prevention) Act (UAPA), marking a major step in disrupting the financial ecosystem supporting terrorism in the region.
The property, belonging to Mutwali Piswal of Batpora Hyhama, Kupwara, was attached in connection with an FIR registered in 2022 at Police Station Kupwara under IPC Sections 120-B, 121-A, 122, 123 and UAPA Sections 17, 18, 18-A, 18-B, 20, 38, 39, and 40.

Investigations revealed that Mutwali had illegally exfiltrated to PoJK several years ago to undergo arms and ammunition training. He is affiliated with proscribed terrorist groups Al-Barq and Lashkar-e-Taiba and currently functions as a commander facilitating the infiltration of terrorists across the Line of Control (LoC), police said.
Further intelligence inputs suggest that Mutwali has been actively involved in radicalizing and recruiting local youth into terrorist ranks, posing a serious threat to the peace and stability of the region.
Attempt to Sell Land Foiled
Police said the accused was attempting to sell his immovable property — measuring two Kanals and 14 Marlas at Hyhama — with the intention of using the proceeds to fund terror activities. The transaction was intercepted, and the property was attached as part of the ongoing investigation.
“This action sends a strong message to those aiding or abetting terrorism in any form. Disrupting their financial networks is essential to curbing militant activities in Jammu and Kashmir,” a police official said.
