Srinagar, September 17, 2025 : Jammu and Kashmir Police’s State Investigation Agency (SIA) announced the arrest of a notorious drug smuggler, who had been absconding for the last three years in a high-profile narco-terror case.
The accused, Zafraan Khan, a resident of Mohra Dawran area in Uri, Baramulla district (North Kashmir), was apprehended on Tuesday by a special SIA team from Kathua district, according to an official spokesperson.
The SIA termed the arrest a significant blow to the narco-terror module backed by Pakistan-based terror handlers, responsible for smuggling narcotic substances across the Line of Control (LoC) in the Uri sector. These substances were later transported and sold across the Kashmir Valley and Jammu region, with the proceeds allegedly funding terrorism activities in Jammu & Kashmir.
The case was registered under the Narcotic Drugs and Psychotropic Substances (NDPS) Act and the Unlawful Activities (Prevention) Act (UAPA). During the investigation, authorities recovered:

A chargesheet in the case has already been filed against five members of the narco-terror module, and Zafraan Khan’s arrest is expected to help the SIA uncover both forward and backward linkages in the network, with the aim of dismantling such operations in the Valley.
The SIA has been intensifying its crackdown on narco-terror networks in recent months. Just last week, another key terror handler, Abdul Rashid Bhat, who had been absconding for over two years, was arrested from Pulwama.
This latest arrest reaffirms the agency’s resolve to eliminate narco-terror modules and ensure the region’s security and peace.
