New Delhi, July 24, 2025: Filling of vacancies in central government departments is a continuous and ongoing process, Union Minister Jitendra Singh informed the Rajya Sabha on Thursday.
In a written reply, Singh, the Minister of State for Personnel, stated that as of March 1, 2021, the total number of sanctioned posts across all central ministries and departments stood at 40,35,203.
He explained that vacancies arise and are filled based on functional requirements across departments such as Railways, Defence, Home Affairs, and Postal Services. However, data on unfilled posts and appointments made are maintained by the respective ministries.
Key Highlights:
-
The Pay Research Unit of the Department of Expenditure publishes annual reports on sanctioned posts and personnel in position. These reports are publicly available at: https://doe.gov.in/hi/annual-report-pay-and-allowances
-
Ministries are instructed to proactively report vacancies to recruitment agencies to enable timely direct recruitment.
-
A model calendar for Departmental Promotion Committee (DPC) meetings ensures timely promotions.
-
For appointments by deputation, ministries are empowered to fill posts up to Level 13A in the pay matrix.
Singh added that since June 2022, the government has been operating under Mission Recruitment, under which vacant posts are being filled in a time-bound manner.
The Centre is also conducting Rozgar Melas in 45–50 cities regularly, which serve as a catalyst for mass recruitment across departments and organisations.
“These measures have accelerated the pace and volume of appointments in the central government,” Singh said.
