🔷 KDA Seeks Immediate Talks With Centre, Open to Fresh Proposal (Excluding Council Model)

KARGIL, April 15, 2026 : The Kargil Democratic Alliance (KDA) has called for the immediate resumption of dialogue with the Centre, stating it is open to considering any fresh proposal—except council-based arrangements.

🔷 Core Demands Remain Firm

KDA, along with the Leh Apex Body (LAB), continues its joint agitation for:

  • Statehood for Ladakh
  • Constitutional safeguards under the Sixth Schedule

Co-chairman Asgar Ali Karbalai said these demands are non-negotiable, reflecting the aspirations of Ladakh’s people.

🔷 Open to Fresh Proposal

Karbalai stated:

“If the Centre brings any new proposal—other than territorial, regional, or council-based—we are ready to discuss it with an open mind.”

However, he emphasized that all council-based frameworks have been unanimously rejected.

🔷 Delay in Dialogue Raises Concern

The leadership expressed concern over delays:

  • Last meeting held on February 4
  • Next round promised within 10–15 days by the Ministry of Home Affairs
  • No follow-up meeting held so far

🔷 United Stand by Leadership

Senior leaders including Mohmad Haneefa Jan and Sajjad Kargili reiterated:

  • KDA and LAB are united with no internal differences
  • Dialogue must be continuous and result-oriented, not symbolic

🔷 Concerns Over Representation & Safeguards

Leaders highlighted:

  • Lack of constitutional protections
  • Absence of effective democratic representation since Ladakh became a Union Territory

🔷 Call for Confidence-Building Measures

KDA urged Vinai Kumar Saxena to:

  • Release detained youth
  • Withdraw cases from past protests
  • Restore trust to facilitate dialogue

🔷 Warning of Continued Protests

While reaffirming that dialogue is the preferred path, leaders cautioned:

  • Continued delays may lead to renewed protests and agitation
  • Future strategy will be jointly decided and announced

The development underscores growing pressure on the Centre to resume meaningful engagement with Ladakh stakeholders over statehood, safeguards, and representation.
