Srinagar, September 24, 2025 : Chief Secretary Atal Dulloo on Wednesday chaired a high-level meeting to take a comprehensive, project-wise review of ongoing critical care health infrastructure projects being developed across Jammu and Kashmir under the Pradhan Mantri–Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) and the Emergency COVID Response Package-II (ECRP-II).
Focus of the Review
The meeting was attended by the Secretary, Health & Medical Education (H&ME) Department; Mission Director, NHM; Principals of GMCs; MD, HSCC; and other senior officials.
The Chief Secretary emphasized the importance of these facilities in strengthening J&K’s healthcare network, particularly tertiary and secondary care capacities at district hospitals and new medical colleges. He directed agencies to:

Accelerate the pace of work for timely completion.

Ensure strict adherence to deadlines.

Undertake continuous monitoring to avoid delays.
Progress Under PM-ABHIM

2 × 100-bedded Critical Care Blocks: GMC Jammu, District Hospital Budgam.

7 × 50-bedded Critical Care Blocks: GMC Kathua, GMC Rajouri, GMC Doda, GMC Anantnag, SKIMS Bemina, District Hospital Kulgam.

20 District Integrated Public Health Labs (DIPHLs) under development.

287 Block Public Health Units (BPHUs) across UT.
Progress Under ECRP-II

7 × 50-bedded Critical Care Blocks: GMC Udhampur, District Hospitals of Reasi, Pulwama, Kupwara, Poonch, Shopian, Ganderbal.
Other Initiatives

Urban Ayushman Arogya Mandirs (UAAMs): Out of 104 targeted, 52 completed, while 79 are scheduled by March 31, 2026.
Execution & Workforce Mobilisation
The Managing Director, HSCC apprised that:

Over 950 workers are currently deployed.

Workforce will be scaled up to 1,400+ in coming weeks.

Efforts are underway to bridge manpower gaps and mobilize resources for timely execution.
