📍 Srinagar, September 27, 2025 : Lieutenant Governor of Jammu and Kashmir, Manoj Sinha, on Saturday stressed that while the government and security forces are doing their duty to end terrorism, it is equally the responsibility of the people of the Union Territory to ensure that such activities are not allowed to thrive.
Speaking at an event in Srinagar, the LG highlighted that terrorism has been reduced significantly across India, with the menace now confined to a few regions.
Terrorism Greatly Reduced Across India
“Terrorism has been reduced in other parts of the country. The North-East is largely terror-free. Left-wing extremism (Naxalism) is now confined to just a few districts, and I am confident it will be wiped out completely in the coming months,” Sinha said.
He pointed out that only a few areas — including parts of Karnataka, Kerala, and especially Jammu and Kashmir — remain affected by terrorism, adding that terror must be eradicated for development and employment opportunities to flourish.
People’s Role in Ensuring Peace
“Security forces and the administration are doing their job, but the people of J&K also have a responsibility. They should not indulge in any activity — intentionally or unintentionally — that could lead to the rise of terrorism. Such actions create enormous problems,” he said.
The LG asserted that the overall situation in J&K has improved greatly:

Street violence and stone-pelting are now history.

Schools, colleges, and businesses are functioning normally, at par with the rest of the country.

No top commander of any major terror outfit is alive in the Valley.

Only one local youth has joined terrorist ranks this year.
Pakistan’s Proxy War
Sinha accused Pakistan of being the key external factor behind continued violence in J&K.
“Instead of building its country post-partition, Pakistan attacked us right after 1947. They fought four wars and lost all of them. Now, knowing they cannot win a direct war, they have resorted to a proxy war by radicalising people,” he said.
Pointing to the heavy human cost, the LG noted that more than 40,000 people have lost their lives due to terrorism in J&K.
“How long will this continue? While it is the government’s and security forces’ duty to curb terrorism, the people too must step forward and help end this menace,” he urged.
Warning Against Dangerous Narratives
Without naming anyone, Sinha cautioned against individuals making statements similar to those circulated by terror outfits such as The Resistance Front (TRF).
“When the narratives we create are identical to what TRF posts on its social media handles, it is dangerous. Such parallels weaken our fight against terror,” he said.
