Jammu, February 7, 2026 : The Jammu and Kashmir Government on Saturday clarified in the Legislative Assembly that there is no proposal to open new wine shops in the Union Territory in the upcoming financial year.
In a written reply by the Finance Department to a question raised by MLA Arjun Singh Raju, the government stated that “as of now, no new liquor licences are proposed to be issued in Jammu and Kashmir during the next financial year.”
The government also placed on record district-wise revenue generated from existing wine shops over the last two financial years, 2023–24 and 2024–25, indicating a modest year-on-year increase across most districts.

The government further dismissed allegations of benami liquor licences, stating that no such complaints have been received. It reiterated that all liquor licences are issued strictly to domiciles of Jammu and Kashmir, in accordance with the J&K Excise Act, 1958, and the excise policies notified from time to time.
