Jammu, February 24, 2026 : Unprecedented rain fury across Jammu and Kashmir in 2025 claimed 152 lives, injured 179 people, damaged nearly 21,000 structures—mostly residential houses—and led to the death of 1,515 livestock, according to official data released by the Disaster Management, Relief, Rehabilitation and Reconstruction Department (DMRRRD).

Of the total fatalities, 151 deaths were reported from the Jammu division, while one death occurred in the Kashmir Valley, highlighting the disproportionate impact of extreme weather events on the Jammu region.

Major Disasters

Officials said around 100 pilgrims were among the deceased following devastating cloudbursts and landslides in August 2025.

  • On August 14, a massive cloudburst struck Chisoti village, the gateway to the Machail Mata shrine, killing 63 people, injuring scores and leaving 30 missing.

  • On August 26, relentless rains triggered a landslide on the Vaishno Devi shrine route, resulting in 32 deaths and 20 injuries.

Extent of Damage

  • Jammu Division:

    • Fully damaged houses: 3,304

    • Severely damaged: 1,818

    • Partially damaged: 11,622

    • Huts & cattle sheds destroyed: 3,531

    • Livestock lost: 1,461

  • Kashmir Division:

    • Fully damaged houses: 12

    • Severely damaged: 44

    • Partially damaged: 597

    • Huts & cattle sheds damaged: 71

    • Livestock lost: 54

Relief & Financial Assistance

The government said compensation has been disbursed as per norms under the State Disaster Response Fund (SDRF).

  • Rs 289.39 crore released under SDRF in FY 2025–26

    • Jammu division: Rs 200.39 crore

    • Kashmir division: Rs 89 crore

The Ministry of Home Affairs deputed an Inter-Ministerial Central Team (IMCT) for on-ground assessment from September 3–7, 2025. A memorandum detailing losses was submitted on November 6, 2025.

At the UT government’s request, the National Disaster Management Authority (NDMA) conducted a post-disaster needs assessment from November 17–25, 2025, with its report submitted to the Centre.

Based on IMCT recommendations, the Centre has allocated Rs 1,431 crore to J&K under SASCI for flood restoration works.

Additionally:

  • Rs 100 crore released under Capex Budget 2025–26 for immediate flood relief

  • Chief Minister’s Relief Fund (CMRF): Over Rs 6.21 crore disbursed across Kishtwar, Reasi, Ramban, Poonch and Kathua

  • Prime Minister’s National Relief Fund (PMNRF): Rs 141 lakh transferred directly to victims of the Chisoti cloudburst

Officials said further funds will be released once detailed restoration proposals are examined and approved.
