Jammu | October 30, 2026 : In a significant development for Kashmir’s horticulture sector, Northern Railway has proposed a 50 per cent discount on return freight charges for transporting apples and other horticultural produce from the Valley, aiming to make rail-based transportation more affordable for fruit growers, traders and logistics providers.

The proposed arrangement is intended to encourage a shift from road transport to rail, strengthen the horticulture supply chain and improve the movement of Kashmir’s valuable fruit produce to markets beyond the region.

The initiative was discussed during a joint meeting held in Srinagar on Thursday, bringing together railway officials, representatives of the Horticulture Department, fruit marketing officials and cargo aggregators to explore practical ways of expanding rail freight services for the horticulture industry.

🚆 HOW THE PROPOSED 50% FREIGHT DISCOUNT WILL WORK

Under the arrangement discussed at the meeting, traders, aggregators and logistics service providers who make advance bookings for parcel coaches for both directions of a journey would be charged only 1.5 times the normal one-way freight rate for the complete round trip.

In simple terms:

  • Outbound journey: Full freight charges apply.
  • Return journey: A 50% discount on the normal freight rate applies.
  • Total round-trip charge: 150% of the normal one-way freight rate, instead of 200% at the standard rate for both directions.

Railway officials explained that the concession is designed to reduce transportation expenses and make rail logistics more attractive to businesses handling apples and other perishable horticultural products.

The proposal is linked to advance booking of parcel coaches in both directions. Traders should confirm the applicable terms and operational availability with Northern Railway before making arrangements.

💰 LOWER LOGISTICS COSTS COULD BENEFIT FRUIT TRADERS

Transportation costs are an important consideration for Kashmir’s apple industry, which depends on moving substantial quantities of perishable produce from orchards and collection centres to distant markets.

By offering a concession on return freight, the railway initiative seeks to make the overall journey more economical for businesses involved in fruit transportation.

Potential benefits include:

🍎 Reduced freight expenditure: The concession could lower the total transportation bill for eligible round-trip bookings.

🚆 Greater use of rail transport: More competitive pricing may encourage traders to consider rail as an alternative to road-based logistics.

📦 Bulk movement of produce: Parcel-coach services can help consolidate consignments for transportation.

⏱️ Simplified booking and payment: Completing the process at the originating station could reduce paperwork and save time.

🔗 Improved supply-chain coordination: Stronger cooperation between railway authorities, horticulture officials and cargo aggregators could help streamline the movement of fruit.

The actual savings for individual traders will depend on the applicable freight rates, consignment arrangements and eligibility under the proposed scheme.

🧾 ONE-POINT BOOKING AND PAYMENT FACILITY

Another important feature discussed at the meeting was the simplification of booking and payment procedures.

Railway officials stated that the entire booking and payment process would be completed at the originating station itself, reducing the need for additional paperwork and helping traders save time.

A more streamlined process could make rail freight easier to access, particularly for businesses managing large consignments during busy fruit-trading periods.

The proposed arrangement is also intended to improve operational convenience for aggregators and logistics service providers that coordinate shipments on behalf of growers and traders.

🏛️ JOINT MEETING TO STRENGTHEN RAIL-BASED HORTICULTURE TRANSPORT

The meeting was held at the office of the Director, Horticulture Planning and Marketing, in Srinagar.

Participants included the Area Manager of the Jammu Division and other Northern Railway officials. The Horticulture Department was represented by Marketing Officers and Assistant Grading Officers from different parts of Kashmir, including Parimpora, Bandipora and Anantnag.

Cargo aggregators also took part in the discussions.

The central objective was to improve coordination between Northern Railway and the Horticulture Department so that Kashmir’s apples and other horticultural products could be transported by rail more efficiently and economically.

Officials discussed the need to familiarise growers and traders with the potential advantages of rail freight and to address practical challenges affecting the movement of consignments.

🛣️ LESS PRESSURE ON HIGHWAYS, MORE OPTIONS FOR TRADERS

Railway officials said that greater use of rail transport could help reduce congestion on highways, lower logistics costs and provide a more predictable supply chain for perishable horticultural produce.

A stronger rail-based system could offer traders another transportation option, potentially reducing their dependence on road freight for eligible consignments.

The initiative also reflects the importance of coordinating transportation services with the requirements of the horticulture sector, where efficient logistics are essential to getting produce from orchards to markets.

However, the extent of these benefits will depend on factors such as available parcel capacity, scheduling, loading arrangements and coordination between growers, aggregators and railway authorities.

👨‍🌾 SMALLER APPLE GROWERS ALSO IN FOCUS

An important part of the meeting involved exploring ways to improve the aggregation of fruit consignments so that smaller growers could also benefit from rail-based transportation.

Individual growers may have consignments too small to organise cost-effective bulk transport independently. Aggregation can bring together produce from multiple growers, potentially making rail freight more practical and accessible.

Officials from the Horticulture Department assured participants that efforts would be made to strengthen coordination with railway authorities and address operational issues.

Greater awareness of booking procedures, available services and freight concessions will be important if the initiative is to reach growers beyond larger trading and logistics businesses.

📌 KEY HIGHLIGHTS AT A GLANCE

✅ Initiative: Proposed 50% discount on return freight charges.

✅ Railway authority: Northern Railway.

✅ Products covered: Apples and other horticultural produce from Kashmir.

✅ Booking condition discussed: Advance booking of parcel coaches for both directions.

✅ Round-trip pricing: 1.5 times the normal one-way freight rate under the proposed arrangement.

✅ Booking convenience: Booking and payment to be completed at the originating station.

✅ Broader objective: Encourage rail transport, reduce logistics expenses and improve supply-chain coordination.

✅ Additional focus: Aggregating consignments so smaller growers can potentially benefit.

🌱 CONCLUSION: A PROMISING STEP FOR KASHMIR’S HORTICULTURE ECONOMY

Northern Railway’s proposed freight concession could provide a welcome opportunity for Kashmir’s apple trade by making eligible round-trip rail transportation more economical and improving coordination between the transport and horticulture sectors.

The initiative’s success will depend on its implementation, clear communication of booking conditions, adequate parcel-coach availability and effective participation by traders, aggregators and growers.

If these arrangements work as intended, rail transport could become a more attractive option for moving Kashmir’s horticultural produce, supporting businesses across the supply chain and providing smaller growers with improved access to collective transportation services.

For Kashmir’s apple economy, more affordable and efficient transport is not merely a logistical improvement — it can be an important step towards strengthening market connectivity and supporting the people whose livelihoods depend on horticulture.
