Jammu, March 31, 2026 : Chief Minister Omar Abdullah on Tuesday informed the Legislative Assembly that the Jammu & Kashmir government is consistently clearing its financial liabilities, with over ₹18,382 crore disbursed during the financial year 2025–26.
Responding to a query raised by BJP MLA Sham Lal Sharma, the Chief Minister stated that all dues, including contractor payments and retirement benefits, are being cleared regularly through a structured financial mechanism.
He elaborated that liabilities in the form of treasury bills are settled on a routine basis, ensuring that pending dues do not accumulate. The Finance Department has so far processed payments amounting to ₹18,382.26 crore up to March 31, 2026.
Breakdown of Payments
- ₹7,800.58 crore – Contractor bills
- ₹5,821.43 crore – General Provident Fund (GPF)
- ₹2,864.14 crore – Gratuity
- ₹1,123.22 crore – Commutation
- ₹773.47 crore – Leave salary
The Chief Minister noted that most payments under these categories have been cleared up to March 27, 2026, while GPF claims have been settled up to December 31, 2025.
Addressing concerns over pending dues, Omar Abdullah assured that liabilities are being systematically managed and cleared through a well-defined process to ensure timely disbursement.
Clarifying on fund allocation, he stated that payments are not made on a divisional basis but are accounted for under specific “Heads of Expenditure”, ensuring transparency and proper financial tracking within government treasuries.
