JAMMU, April 6, 2026 : Abdul Rahim Rather has set a historic benchmark in legislative functioning by presiding over all 22 sittings of the Jammu & Kashmir Legislative Assembly’s Budget Session 2026.
In a rare and unprecedented achievement, the Speaker personally chaired proceedings for 102.35 hours out of the total 110.36 hours, with the remaining time managed by panel chairpersons.
This milestone is particularly significant as it comes in the absence of a Deputy Speaker, making it a first-of-its-kind record in the Assembly’s history.
Despite operational challenges, Rather’s leadership ensured smooth, efficient, and uninterrupted proceedings, earning praise from members across party lines.
