JAMMU, April 8, 2026 : Jammu and Kashmir Lieutenant Governor Manoj Sinha on Wednesday terminated the services of two government employees over their alleged links with terror outfits, including Lashkar-e-Taiba and Hizbul Mujahideen, official sources said.

The dismissals were carried out under Article 311(2)(c) of the Constitution, as part of the administration’s “zero-tolerance to terror” policy aimed at cleansing government institutions of militant influence.


Zero-Tolerance Policy Reinforced

LG Sinha has repeatedly asserted that the administration is committed to dismantling terror networks within the system.

He recently stated that he would not rest until “the last thread of the terror cancer is torn from the body of government machinery,” vowing a decisive and permanent end to terrorism in the region.


Details of the Dismissed Employees

Farhat Ali Khanday, a Class-IV employee in the Education Department from Ramban, was allegedly linked with Hizbul Mujahideen.

  • Came under the radar in 2011 during a hawala funding investigation
  • Arrested and later granted bail the same year
  • Allegedly continued acting as a facilitator for militant networks
  • Chargesheet filed in a special court in 2022

Officials claimed he used his government position as a cover to revive militant activities and build networks.


Mohammad Shafi Dar, from Bandipora, was working in the Rural Development Department and had been appointed on compassionate grounds.

  • Allegedly associated with Lashkar-e-Taiba
  • Accused of providing logistical and operational support
  • Arrested in April 2025 during a joint naka check
  • Arms and ammunition, including an AK-56 rifle and grenade, were recovered

Investigations suggest his involvement in planning attacks on security forces.


Wider Crackdown Continues

Officials said the action is part of an ongoing crackdown on terror links within government institutions. More than 90 employees have reportedly been dismissed so far under similar charges in Jammu and Kashmir.


Conclusion

The latest terminations underscore the administration’s intensified efforts to eliminate terror influence from public institutions and reinforce internal security mechanisms across the Union Territory.
