Samba, May 6, 2026 : Emphasizing a transformative vision for border areas, Manoj Sinha on Wednesday declared that India’s border villages are no longer the “last villages” but the “first villages” of the nation, symbolizing resilience, courage, and strategic importance.

During his visit to Regal in Samba, the Lieutenant Governor addressed a large public gathering and laid foundation stones for multiple developmental projects aimed at strengthening infrastructure and improving quality of life in border areas.

Key initiatives launched include the establishment of a digital library at Government Primary School Regal, construction of a community hall-cum-recreation centre, development of an Amrit Sarovar along with a drainage channel, installation of three open gyms, and solar street lighting to enhance sustainability and public Facility.

Highlighting the Centre’s commitment under the Vibrant Villages Program, Sinha stated that a comprehensive strategy is being implemented to integrate border populations into the national mainstream. The program focuses on livelihood generation, infrastructure development, and enhanced connectivity.

He noted that efforts are underway to ensure saturation in four key areas— all-weather road connectivity, telecom access, television reach, and electrification—through convergence of existing government schemes. Stressing a “whole-of-government approach,” the LG directed officials to ensure that every household in border villages has access to electricity, mobile connectivity, and opportunities for economic self-reliance.

Setting an ambitious target, Sinha said that by 2030, no family in the border villages of Samba should remain below the poverty line, reaffirming the administration’s commitment to inclusive growth.

Responding to local demands, he assured that the Government is actively working towards granting land ownership rights to displaced persons from Pakistan-occupied Jammu and Kashmir (PoJK) and West Pakistan Refugees (WPRs). He also highlighted that the completion of the Shahpur Kandi Dam would significantly boost agricultural productivity in the region.

The Lieutenant Governor lauded Regal village for achieving TB-free status and urged residents to remain vigilant about clean drinking water and continue collective efforts against drug abuse.

During the visit, Sinha also distributed appointment orders to Special Police Officers (SPOs) and sanction letters to youth beneficiaries under schemes like HADP and Mission Yuva, reinforcing employment and empowerment initiatives.

At the Regal Border Out Post (BoP), he interacted with security personnel, praising their dedication and courage in safeguarding the nation’s frontiers. He also commended their role in Operation Sindoor, acknowledging their contribution to national security.

Several senior officials from civil administration, police, and the armed forces, along with local representatives and residents, were present during the program, marking a significant step towards accelerated development in Jammu & Kashmir’s border areas.
