According to an official circular issued by the Directorate, it was observed that several Senior Assistants had been shifted and deployed to different educational institutions and offices in violation of established administrative norms and procedures.
Taking serious note of the irregularities, the Directorate directed all Chief Education Officers to strictly refrain from issuing transfer or deployment orders in future without prior approval and authorization from the competent authority.
The circular further instructed all Senior Assistants who had been transferred or deployed through unauthorized orders to immediately report back to their original places of posting without delay.
In a significant administrative measure, the Directorate also directed all Drawing and Disbursing Officers (DDOs) not to release salaries in favour of such officials until they resume duties at their parent offices.
The DSEK warned that any violation or deviation from the instructions would invite strict disciplinary action against the concerned officers and officials responsible for unauthorized transfers and postings.
Officials said the move has been taken to ensure transparency, accountability and adherence to proper administrative procedures within the School Education Department across Kashmir.
The circular, issued on May 13, 2026, is being viewed as a strong step towards streamlining administrative functioning and preventing arbitrary transfers within the department.
