SRINAGAR, May 22, 2026 : Chief Secretary Atal Dulloo on Thursday chaired the 5th meeting of the Multi-Disciplinary Committee (MDC) on Traffic Management System to review progress on a comprehensive action plan aimed at easing traffic congestion and improving mobility in the twin capital cities of Jammu and Srinagar.

During the high-level meeting, the Chief Secretary emphasised the importance of implementing the committee’s recommendations in a time-bound manner and directed departments to accelerate execution of projects designed to provide relief to commuters across Jammu & Kashmir.

The meeting reviewed progress on identification and rectification of accident-prone black spots, widening of major roads, construction of rotaries and improvement of traffic junctions in both cities.

Atal Dulloo stressed the need for clear funding mechanisms for all proposed projects and directed the Housing & Urban Development Department (H&UDD) to coordinate with the Finance Department for smooth and timely execution.

Officials informed the meeting that several diversion routes have already been operationalised to reduce congestion on major roads.

▪️ Jammu city: 10 diversion routes operational
▪️ Srinagar city: 5 diversion routes operational

To improve last-mile connectivity and regulate movement, dedicated e-rickshaw zones have also been identified in both cities.

The Chief Secretary also reviewed implementation of one-way traffic systems, no-vehicle zones in congested commercial and hospital areas, intelligent traffic management systems and Smart City Command & Control Response Systems (SCCoRS).

Officials informed that modern enforcement equipment including interceptor vehicles, cranes, motorcycles, ambulances and body-worn cameras have been procured for improved traffic regulation and emergency response.

In a major enforcement drive, action has reportedly been initiated against more than 39,000 habitual traffic offenders across Jammu & Kashmir, resulting in suspension and cancellation of driving licences, seizure of vehicles and blacklisting of repeated violators.

The meeting further reviewed progress on major road infrastructure projects including:

▪️ Canal Head–Bohri Road
▪️ Jewel–Canal Head stretch
▪️ Satwari–Belicharana Road

In Srinagar, road widening proposals, installation of metal crash barriers and preparation of DPRs for black spots are underway.

The Chief Secretary also reviewed progress regarding no-parking zones, smart parking systems, GIS-based parking management, vending zones and action against banquet halls and educational institutions lacking adequate parking facilities.

Atal Dulloo directed all departments to remove bottlenecks hampering project execution and ensure visible improvement in traffic flow, commuter convenience and road safety across Jammu and Srinagar at the earliest.

Senior administrative officers, police officials, municipal authorities and traffic management departments attended the meeting.
