MUMBAI. SEPTEMBER 14, 2026 ; Union Home Minister Amit Shah on Monday said Kashmir is now “fully integrated with India”, while highlighting the Narendra Modi government’s record on national security, constitutional changes, counter-terrorism, Naxalism and development.

Addressing reporters in Mumbai, Shah also announced that BJP-led NDA governments in 21 states are expected to introduce the Uniform Civil Code (UCC) before 2029, ahead of the next Lok Sabha elections.

UCC in 21 BJP-NDA States Before 2029

Shah said the abolition of triple talaq had provided Muslim women equal rights and pointed to the introduction of UCC in several states.

Expressing confidence in further expansion of the measure, he said the 21 BJP-NDA-ruled states would introduce the UCC before 2029.

Article 370 Abrogation ‘Without Bloodshed’

On national security and Jammu and Kashmir, Shah highlighted the abrogation of Articles 370 and 35A, asserting that the constitutional changes were implemented without a single drop of blood being shed or a bullet being fired.

He said the move had resulted in Kashmir being “fully integrated with India.”

Zero Tolerance Towards Terrorism

Shah said the government’s security policy has demonstrated a zero-tolerance approach towards terrorism, citing the surgical strikes, air strikes and Operation Sindoor as examples.

He also said the government had succeeded in ending five decades of Naxalism and highlighted more than 14 peace agreements in the North-East.

According to Shah, more than 9,000 people have surrendered, with the region now being taken forward on the path of development.

NRC in Manipur Still Under Discussion

Asked whether the 1951 baseline would be used for implementing the National Register of Citizens (NRC) in Manipur, Shah said the Centre was consulting its allies and political parties in the state.

He said a decision would be communicated after the ongoing consultations are completed.

Illegal Infiltrators: ‘One by One’ Identification

On the issue of alleged illegal Bangladeshi infiltration and their detection in cities such as Mumbai, Shah declined to disclose the methods and tools being used by authorities.

He reiterated the government’s resolve to identify and deport illegal infiltrators, saying they would be identified individually and sent out of the country.

Push for a Drug-Free India

Shah also spoke about the government’s anti-drugs campaign and said he had recently launched the ‘Nasha Mukt Bharat Abhiyan’.

He said he plans to visit every state as part of the campaign and emphasised the need to take the initiative to the grassroots.

The Home Minister said detailed discussions with state governments would be held to ensure the campaign reaches communities across the country, expressing confidence that India would ultimately “achieve victory over drugs.”

Government Highlights Security, Development Agenda

Shah’s remarks covered a broad range of issues—from UCC and criminal justice reforms to J&K, counter-terrorism, Naxalism, infiltration and drug abuse—as the government highlighted what it described as major achievements under Prime Minister Narendra Modi’s leadership.
