Srinagar, October 26, 2026 : A major political reshuffle is expected in Jammu and Kashmir, as Chief Minister Omar Abdullah is set to expand his cabinet on Tuesday, October 27, with reports suggesting that all available ministerial positions could be filled.
The anticipated expansion comes nearly two years after the government took office and is expected to bring new faces into the administration, potentially reshaping the political balance and governance priorities across the Union Territory.
🔹 Ministers Submit Resignations Ahead of Reshuffle
In preparation for the cabinet revamp, the existing ministers have reportedly submitted their resignations. This move is intended to allow National Conference president Farooq Abdullah and Chief Minister Omar Abdullah to put together a fresh ministerial team.
Although the government has not officially disclosed the names of the incoming ministers, officials cited in reports indicate that the expanded cabinet is expected to include nine ministers, including the Chief Minister.
The earlier cabinet had six ministers. Under the applicable rules, the council of ministers in Jammu and Kashmir can have a maximum strength of 10 per cent of the 90-member Legislative Assembly.
🔹 Regional Representation Expected to Be a Priority
One of the key considerations in the reshuffle is reportedly representation from different regions of Jammu and Kashmir. The allocation of portfolios may also change, with some existing ministers potentially losing departments as the government reorganises its team.
Political observers will be watching closely to see whether the new arrangement brings a broader regional balance and changes the distribution of responsibilities within the administration.
🔹 Assembly Speaker Abdul Rahim Rather’s Name in Speculation
Speculation has also emerged over the possible induction of Assembly Speaker Abdul Rahim Rather into the cabinet. Officials cited in reports point to his experience, particularly his handling of the finance portfolio during earlier National Conference governments.
However, his possible inclusion—and the identities of any other new ministers—remain unconfirmed until an official announcement is made.
🔹 Congress Maintains Its Distance
The Congress, an ally of the Omar Abdullah-led government, has continued to stay away from the council of ministers. The party has maintained its position that it will not join the government until statehood is restored to Jammu and Kashmir.
This stance remains an important political factor as the cabinet expansion approaches, highlighting the continuing debate over Jammu and Kashmir’s constitutional and political status.
🔹 Oath-Taking Ceremony Scheduled for Tuesday
National Conference spokesperson Tanvir Sadiq told reporters that the oath-taking ceremony for the new ministers is scheduled for 10:30 a.m. on Tuesday, October 27.
The final selection of ministers will be decided by the party leadership, including Farooq Abdullah and Chief Minister Omar Abdullah.
The Chief Minister had also met Lieutenant Governor Manoj Sinha on Saturday to seek time for the swearing-in ceremony as part of the planned cabinet expansion.
📌 What Could This Expansion Mean for Jammu and Kashmir?
The reshuffle could prove significant for the government’s next phase, with attention focused on three major questions:
🔸 Who will join the cabinet? New appointments could bring fresh political faces and priorities.
🔸 How will portfolios be distributed? Changes in departmental responsibilities may signal shifts in the government’s focus.
🔸 Will regional representation improve? The composition of the new team will be closely examined across Jammu, Kashmir and other parts of the Union Territory.
For now, the political picture remains incomplete. The official list of ministers and their portfolios is expected to provide the clearest indication of the government’s direction.
